Capitol steps form the backdrop here, and the title ties the gathering to Coxey's Army, the group Jacob Coxey led to Washington in 1894 to demand federal spending on public works. That march drew wide press attention, and Coxey was arrested on the Capitol grounds, a moment that stayed in the protest's public memory. The title comes from notes supplied by the National Photo Company that are not independently verified, so the event shown is best read as tentative. The glass negative, from a studio that recorded Washington scenes in the early 1900s, shows streaks and blemishes from deterioration of its original coating.
