Glacier National Park was only six years old in 1916, having been established by Congress in May 1910 from rugged country in northwestern Montana along the Canadian border. Tourism there depended heavily on the Great Northern Railway, which promoted the park to eastern travelers and built hotels and chalets along its routes. That August, Congress created the National Park Service in Washington, a federal agency that would soon oversee Glacier alongside the nation's other parks. Ranching, timber, and the neighboring Blackfeet reservation still shaped daily life in the surrounding region, while the mountains and lakes were only beginning to draw large numbers of visitors by train.
