In 1908 the Trinity River was a working waterway through north and east Texas, carrying the region's cotton, lumber, and freight toward Galveston Bay. Dallas and Fort Worth, both on or near its banks, were growing quickly as railroad and cotton-market towns, and their residents depended on the river for water and trade while also dreading its floods. When the water rose over its banks, low-lying bottomlands and the streets and bridges that crossed them were cut off, and the spring rains that brought such floods were a regular concern for city councils and farm families alike. A picture of the river at its height would have been read in that setting, as evidence of how much the land and the towns on it were at the mercy of the water.
