Eastport, Maine, in 1916 was a fishing and canning town on Passamaquoddy Bay, where sardine packing houses and herring weirs gave work to many residents. The same sheltered harbor drew the United States Navy, and a torpedo boat flotilla was based there that year, its gray hulls moored off the waterfront. With the European war raging and American neutrality under strain, the sailors' presence drew local notice, and townspeople saw them on the streets and wharves. The town sat at the country's far eastern edge, across the water from Campobello in New Brunswick, so its trade and news ran as much toward Canada and Boston as toward Augusta.
