Wilkes-Barre, Pennsylvania, in 1921 sat on the Susquehanna River in the Wyoming Valley, where anthracite coal had shaped the city's economy and population since the mid-1800s. Collieries and breakers ringed the town, and the railroads that hauled coal to eastern markets kept rail yards and machine shops busy along the valley floor. Many residents were immigrants or the children of immigrants, drawn from Welsh, Irish, Slovak, Polish, and Italian communities to work the mines, and the valley was known as much for its mining labor as for its river. The postwar slump of 1920 and 1921 was already unsettling the coal trade, an early sign of the hard years ahead. From a downtown hotel, a viewer would have seen church spires, brick commercial blocks, and the hills beyond, a clear picture of a city built around one resource.
