Harold L. Ickes, Franklin Roosevelt's Secretary of the Interior, is shown here touring the slums of San Juan, Puerto Rico, on January 8, 1936, during his visit to the island. Ickes was accompanied by Blanton Winship, the American governor of Puerto Rico at the time, who had been appointed to lead the island's government in the New Deal era. The trip took place as federal officials were looking closely at housing and living conditions in the territory, and the photograph captures an official inspection rather than a casual visit.
