Unlike many housing posters of the era, this one draws a direct line between the slum itself and lawlessness, with a police officer as its central figure. The United States Housing Authority, a federal agency created under the Housing Act of 1937, issued it to build support for public housing and slum clearance. The designer is credited only as Beall, most likely the graphic designer Lester Beall, whose bold modernist posters were widely admired in the 1930s and 1940s. Printed by the Government Printing Office in Washington, it reflects the New Deal argument that better housing would make neighborhoods safer.
