The ceremony took place on Sept. 18, 1946, when Secretary of War Robert P. Patterson presented the Medal for Merit to Joseph M. Dodge, a Detroit banker who had worked on the Army's financial administration of occupied Germany. Congress created the Medal for Merit in 1942, and it was given to civilians and foreign nationals for outstanding service to the United States during the war. The photograph captures the formal exchange at the end of that wartime service, just as the military government's work was shifting toward postwar reconstruction. Dodge later returned to public service and was known for the austerity program he led in occupied Japan.
