Starved Rock is a sandstone bluff rising above the Illinois River in LaSalle County, and in 1914 it was still a fairly new public attraction. The state had only recently acquired the land to protect the bluff and its wooded glens, and the surrounding valley was known more for work than for scenery. Coal mining, glassmaking, and river commerce drove the economy of towns such as Ottawa, Peru, and LaSalle, and the Illinois and Michigan Canal, completed in the 1840s, still shaped how goods and people moved along the valley. Visitors came from Chicago and other cities by rail and river excursion to climb the rock and walk its trails, and the name, drawn from a legend about Illinois people trapped on the bluff, gave the place a dramatic reputation.
