Tompkinsville, on the North Shore of Staten Island, was in 1898 a waterfront village that had only recently become part of Greater New York, a change that took effect January 1 of that year. Its harbor faced the busy traffic of the upper bay, where ferries, cargo steamers, and naval vessels passed within sight of the shoreline. In late September 1898, the squadron that had won the Battle of Manila Bay that May, under Commodore George Dewey, returned to New York, and the harbor filled with warships and crowds for a citywide celebration. Residents on Staten Island and across the harbor watched the fleet at anchor and turned out in large numbers for the parades and receptions that followed. The homecoming marked the close of a short war that had made the United States a Pacific power.
