Signal Hill, a small rise surrounded by the city of Long Beach, California, was in 1923 in the middle of an oil boom that had begun with a strike there in 1921. Derricks and pump houses were going up on town lots, streets and home sites, and the hill's wells drew workers, leaseholders and speculators into a region that had grown quickly since the early 1920s. Long Beach itself was a growing seaside city with its harbor and tourist trade, and the oil money reshaped local land values, payrolls and civic debates over drilling near homes. Residents of the area would have known the hill mainly as the center of this new oil field, where the landscape of open lots and cottages was giving way to a forest of rigs.
