Stockton, California, in 1909 was the county seat of San Joaquin County, and its downtown ran along Weber Avenue, named for Charles Weber, the German-born settler who laid out the town in 1849. Local government and business leaders were then debating how to pave the streets and extend electric streetcar service to the outlying neighborhoods, a sign of a city that was growing beyond its original blocks. Many residents still measured the year by the spring planting and the fall harvest, since the surrounding county's fields set the pace for banks, hardware dealers, and produce brokers downtown. A panoramic view from that year would have shown a town proud of its brick commercial buildings and its church steeples, with the flat valley stretching out beyond the last houses.
