Santa Cruz in 1909 was a small seaside county seat of a few thousand people, with its economy tied to the Monterey Bay shoreline and the farmland and hills behind it. The Pacific Coast Railway's narrow-gauge line carried passengers and freight up into the Santa Cruz Mountains and along the coast, linking the town with inland communities. Summer visitors came for the beaches and the bathhouses, so the town's streets and hotels filled with tourists each season while local families went about the business of shops, church life, and civic affairs. A panorama of the town from this period would have shown a community still close to its waterfront, with the wharf and the bay forming the backdrop to daily life.
