San Rafael, the Marin County seat, was a small town of commuters, dairy farms, and county offices in February 1909, a few years after the 1906 earthquake and fire in San Francisco had sent many refugees across the bay. The town had grown from its founding around the Mission San Rafael Arcángel, established in 1817, and its growth in the early 1900s rested on the railroad and ferry connections that linked it to San Francisco. Ranching and dairying in the surrounding hills supplied local markets, while the courthouse and county government gave the town its civic center. Residents of the period would have known San Rafael as a quiet residential town with Mission-era roots, a place where San Francisco families increasingly built homes and summer houses.
