San Pedro, California, in 1909 was a harbor town of wooden wharves, fish-packing sheds, and boatyards strung along the waterfront below the bluffs. Its livelihood came from the sea. Croatian and Italian fishermen brought in tuna and other catch, and the canneries and salting sheds that processed it employed much of the working population. Charles Z. Bailey's panoramic view of the town shows a shoreline still short of deep-water piers, while the fight over where Los Angeles would build its great harbor was argued in city council chambers and the local papers. Residents would have known San Pedro as the salt-smelling edge of the Los Angeles region, where a man could find work on the boats and a room near the docks.
