San Pedro in 1908 was still a separate harbor town on the southern edge of Los Angeles, and its waterfront was busy with federal breakwater work that had been underway since the late 1890s. Fishing boats and canneries kept the docks active, and the rail lines running in from Los Angeles carried freight and passengers between the port and the city. In December 1908, the United States Navy's Great White Fleet anchored off San Pedro during its Pacific cruise, drawing large crowds of Southern Californians who came to see the battleships. Residents who watched the fleet arrive would have known San Pedro as the place where the region's ships first met the open Pacific.
