This sheet is labeled as the first-story plan and marked "D1 the ground floor," showing the Capitol's ground level in ink, watercolor, and graphite. The inscription says it was laid before the Board in January 1794, when the commissioners overseeing the federal city were weighing designs for the legislative building. The inscription credits S. Hallet, the French-born architect Étienne Sulpice Hallet, who worked on the Capitol's early plans before his dismissal in 1794. The drawing shows how planners arranged rooms on the ground floor while the building's final form was still being decided.
