In 1911, Austin, a lumber and mill town in Potter County in north-central Pennsylvania, depended on the Bayless Pulp and Paper Company, whose mill turned local hemlock and spruce into paper and drew workers from the surrounding hills. The company's dam on Freeman Run backed up a reservoir that supplied water for its operations, and the dam stood above the town as a visible sign of the industry that employed most of its residents. Austin also sat on the rail line that carried lumber, pulp, and passengers into the valley, so the mill and the railroad shaped daily life there. On September 30, 1911, the dam failed after heavy rain, and a wall of water tore through the valley, killing dozens of residents and destroying much of the business district. Austin rebuilt over the following years, and for decades the flood was the event people in the region remembered it for.
