Penn Valley Park in Kansas City, Missouri, was part of the city's effort in 1909 to link its scattered green spaces into a system of parks and boulevards, a plan shaped by the landscape architect George Kessler. Kansas City then depended on its position as a rail and livestock center, with stockyards and packing houses drawing cattle and hogs from across the Plains. Residents from the downtown and the growing neighborhoods to the south came to the park for weekend outings, where the wooded hillside offered relief from the city's crowded streets. Civic leaders argued through these years about how public money should be divided among parks, paving and streetcar lines, and that debate helped determine how open land like this one was developed.
