Penn Valley and Broadway in Kansas City, Missouri, in 1909 sat in a city of roughly a quarter million people that had grown up as a rail and livestock center on the Missouri River. Meatpacking, grain, and freight moved through its yards and depots, and the streetcar lines carried workers between the factories and the residential neighborhoods that were spreading south along the bluffs. Broadway was one of the main north-south arteries, and the wooded hills of Penn Valley gave residents a green break from the commercial district. Local people of the period would have known the city first as a crossroads of railroads and cattle trade, with its civic life shaped by the business leaders and city government of the Progressive Era.
