In 1915 Billings, Montana, was a city of roughly ten thousand or more people and the commercial center for a large part of eastern Montana. The Northern Pacific's rail yards and shops were among the town's major employers, and freight agents, teamsters, and depot crews kept grain, livestock, and merchandise moving through the city. The homestead boom that followed the federal Enlarged Homestead Act of 1909 drew settlers onto the plains north and east of town, and wagons loaded with wheat became a familiar sight near the grain elevators. Residents followed the war in Europe through their newspapers, though the United States had not yet entered it, while city council meetings were occupied with paving, water service, and school budgets.
