Corsicana, the seat of Navarro County in north-central Texas, was a railroad and cotton town in 1914, with the Houston and Texas Central line running through it. The Texas State Orphans Home, established by the state in the late 1880s and opened near the town, was one of the institutions that gave Corsicana a public face beyond its farms and shops. Oil had been found in the area two decades earlier, and the discovery had brought a short boom and a refinery to town, so residents in 1914 were used to the idea that the local economy could change quickly. The home housed children whose parents had died or could not care for them, and families across Texas knew its name as a place of last resort for orphaned and dependent children. That same year, war broke out in Europe, and the news reached a Texas county that still measured its life by crops, trains, and the home's annual reports.
