In 1914 Juneau was still the territory's capital and a gold town, but its future was being argued over in Washington. In March, Congress authorized the Alaska Railroad, a government line meant to reach the interior, which left Juneau's waterfront wondering whether the new route would bypass the coastal ports the town depended on. Miners at the Alaska-Juneau and Treadwell operations kept the payrolls moving, and the steamers from Seattle still carried most people and goods up the Inside Passage. That summer the war in Europe began, and news of it reached the town by the same steamship and telegraph lines that connected it to the outside world.
