Juneau in 1913 was the seat of government for the District of Alaska, a role it had held since the capital moved north from Sitka in 1906. Its economy rested on gold, with the Alaska-Juneau mine on the mainland and the Treadwell operations across the channel on Douglas Island drawing miners, millworkers, and laborers to the waterfront. Steamships from Seattle and Puget Sound brought supplies and passengers up the Inside Passage, while the town's streets climbed steeply from the channel toward the mountains behind it. Residents knew Juneau as a mining town with a government seat, and that year its civic life took a new turn when the territorial legislature met there for the first time.
