Ketchikan, Alaska, in 1912 was a small waterfront town on Revillagigedo Island, built along the Tongass Narrows where steamers stopped on the run between Seattle and the interior passages. Salmon canning and the logging of the surrounding forest were the main sources of work, and the canneries and their docks crowded the shoreline. The town had incorporated as a city in 1900, and many residents were fishermen, cannery hands, and Tlingit families whose roots on the island ran far deeper than the town itself. That same year, Congress organized the Territory of Alaska, so people here were living in a place that was newly gaining a formal civil government and a voice in its own affairs.
