In 1914, Douglas, on Douglas Island across Gastineau Channel from Juneau, was a territorial mining town that depended on ships, supplies, and Washington's decisions as much as on its own ore. That March, Congress authorized the Alaska Railroad, a government line meant to carry coal and freight inland from the coast, and residents of the Juneau area followed the debate closely because it promised cheaper transport and new jobs. Many of the people on the island were recent arrivals from the United States, Scandinavia, and southern Europe, and they gathered in churches, lodges, and union halls. That summer, war broke out in Europe, and the news reached Southeast Alaska by steamer, bringing talk of higher prices and uncertain shipping.
