Douglas, Alaska, sat on Douglas Island across a narrow channel from Juneau in 1908, and its fortunes rested on gold. The Treadwell mine, one of the largest hard-rock gold operations in the world at the time, had been drawing ore from under Gastineau Channel since the 1880s, and its stamp mills and workers' housing shaped the town's streets and waterfront. Douglas had its own city government and a growing population of miners, mill hands, and merchants, many of whom had arrived during the Klondike and Nome rushes and stayed on. The town had suffered a serious blow in 1917, when a cave-in flooded the Treadwell workings and closed the mine, but in 1908 the stamp mills were running day and night.
