Fairbanks, Alaska, in 1915 was a mining supply town on the Chena River, built after prospectors struck gold in the Tanana Valley and the settlement was named for Senator Charles Fairbanks. Its economy rested on gold mining, freight hauled by river steamboats and winter sled teams, and the merchants who outfitted miners. That year, Congress had authorized a government railroad, and construction had begun at the southern port of Seward, so residents expected a rail link to reach the interior and bring new trade and people. Fairbanks had also rebuilt after a major downtown fire in 1906, and its residents, many of them recent arrivals, tended to measure their town by its mines, its river traffic, and the promise of the railroad.
