Seward, Alaska, in 1915 sat at the head of Resurrection Bay on the Kenai Peninsula, a town built on the shipping trade that moved freight, fish, and mining goods in and out of the territory. That year it became the starting point for the Alaska Railroad, whose construction Congress had authorized in 1914 and whose first work began at Seward in May 1915. The line was meant to reach the interior, carrying coal and supplies toward the Tanana and Susitna country and to Fairbanks, so the town's docks and rail yards were suddenly central to the territory's hopes. Residents, many of them merchants, dockworkers, and railroad hands, knew Seward as the ice-free gateway to Alaska's interior, and they watched the new rail grade and the waterfront with a sense that their small port was about to grow.
