Valdez in 1915 was a small harbor town at the head of Port Valdez, and its hopes rested on being chosen as a rail terminus. Congress had authorized a government railroad into the Interior in 1914, and that spring work began on the line, with Seward on Resurrection Bay as its southern end. Valdez lost that contest, so its waterfront stayed quieter than it had been during the early trail years, when outfitters and freighters were busy. Residents still traded with the mining camps and with the Army post of Fort Liscum on the edge of town, and they watched closely as the Territory's rail decisions reshaped their future.
