Wrangell, Alaska, in 1915 was a small harbor town on Wrangell Island at the mouth of the Stikine River, in the southeastern panhandle that had been American territory since the 1867 purchase from Russia. Its economy rested on fishing and salmon canning, timber cut from the surrounding forests, and trade moving up the Stikine toward the interior and the Canadian goldfields. Tlingit families had lived on this shore long before the Russian fort of the 1830s, and their clan houses and totem poles remained a visible part of the waterfront. Residents in 1915 would have known Wrangell as a steamer stop on the Inside Passage, where mail, freight and supplies came in by boat, since the territory's railroads were still only being planned.
