Sheep Creek, Alaska, in 1914 was a placer gold camp in a territory whose economy still depended on mining, fishing, and the sale of furs and timber. Miners worked gravel along the creek with sluices and hand tools, and their fortunes rose and fell with the price of gold and the reach of supply trails, since few roads crossed the interior. That year Congress approved a federal railroad for the interior, a project that would reshape settlement and freight across the territory in the years ahead. Alaska had become a territory only in 1912, and residents were still pressing Washington for a voice in their own government. For the people living there, the creek meant work, weather, and the uncertain hope of a rich strike.
