The Free Harbor Jubilee of April 1899 was a civic celebration of Los Angeles and San Pedro's long campaign for a public, deep-water port. For years, shippers in the region had depended on the Southern Pacific Railroad, which controlled the wharf at Santa Monica and set the rates goods paid to reach market. The free harbor movement pushed for a port at San Pedro that the city and its neighbors could use without railroad tolls, and the poster reflects the boosterism and civic pride behind that fight. It is a useful reminder of how closely Southern California's growth depended on access to the sea.
