Flavel, a small waterfront settlement on the Columbia River just upstream from Astoria, Oregon, took its name from Captain George Flavel, a bar pilot who had prospered in the Astoria shipping trade. In 1915, the lower Columbia's economy rested on salmon canning, sawmilling, and the export of wheat and lumber through the river's deep-water channel. The war in Europe, which had begun the previous year, drove up demand for Pacific Northwest grain and timber, and steamships like the one in this view were busy carrying cargo out past the bar. Residents of Astoria and Flavel knew the river as the region's main route to markets, and the steady traffic of steamers and sailing vessels shaped daily life along the water.
