The Dalles and the Celilo Canal in 1915 sat at a key point on the Columbia River, where a canal allowed boats to bypass rapids that had blocked upriver navigation. Wheat from the Columbia Plateau and fruit from nearby valleys were the region's main shipments, moving by river barge and by the Oregon Railroad and Navigation Company line along the south bank. Celilo Falls, just upstream, had been a Native fishing and trading site for many generations, and its salmon fishery was central to life there. Residents of The Dalles, the Wasco County seat, saw the canal as proof that the river could serve commerce alongside the railroads.
