In 1915, Astoria was a river town of Scandinavian and Finnish immigrant families, many of them fishermen, sawmill hands, and cannery workers. Oregon voters had approved statewide prohibition in 1914, and the dry law was set to take effect in 1916, so saloon owners and local councilmen were arguing over what the change would mean for the waterfront. Ferries, steamers, and freight boats carried goods between the town and Portland and the Pacific, and the river remained the main route for moving lumber and fish. Residents would have seen the picture's stretch of shoreline as the working edge of a county seat that depended on its boats.
