In 1915 Astoria, Oregon, sat at the mouth of the Columbia River, where the river meets the Pacific, and its economy depended on the water. Salmon canning, lumber milling, and the shipping that carried both to market had made the town one of the busiest river ports in the Northwest. The municipal docks along the Columbia gave fishing boats, cannery tenders, freighters, and coastal steamers a public place to tie up, which mattered to a community where nearly every trade ran through the harbor. Residents knew the town as the site of the 1811 fur-trading post founded by John Jacob Astor's men, and as a working city of Scandinavian and other immigrant fishermen, mill hands, and cannery workers whose wages rose and fell with each salmon run.
