Astoria, Oregon, sat at the mouth of the Columbia River in 1913, and its fortunes rested on salmon canning, lumber, and the ships that crossed the river bar to carry both out. Canneries lined the waterfront, and fishing crews and cannery workers made up a large part of the town's labor force, while sawmills and shipping firms kept the docks busy. As the seat of Clatsop County, the town was reached by river steamers and by the Astoria and Columbia River Railroad, which linked it to the wider region. Residents often pointed to the 1811 fur-trading post of Fort Astoria as the start of their town, a history that local boosters liked to tie to the river traffic passing below the hillside houses.
