Astoria, on the south shore of the Columbia River near its mouth in Clatsop County, Oregon, was in 1913 a working river town built on salmon canning, lumber milling, and shipping. Its waterfront handled cargo bound for the Pacific and up the river, and its cannery and mill payrolls drew workers and families to the hills above the docks. The view of Saddle Mountain, the rugged peak rising to the southwest in the Coast Range, would have been a familiar landmark to residents, who saw it on clear days from the town's streets and from the river. Astoria's older wooden commercial district was still standing in 1913, and the fires and rebuilding that would reshape its downtown lay years ahead.
