Savannah in 1912 was a city of roughly 65,000 people, still organized around its river, its squares, and the commercial blocks of Broughton Street. That March, Juliette Gordon Low held the first meeting of a Girl Scout troop in her hometown, and the organization she founded there would spread across the country within a few years. Electric streetcars carried residents between the older downtown wards and the growing neighborhoods beyond them, while churches and civic clubs remained central to social life. Foltz's view of the city records a place that had changed far less in its basic layout than in the pace of its daily life.
