Rome in 1909 was the capital of a unified Italy, a city of roughly half a million people that had become the seat of the national government only in 1871. The view from the Palatine Hill looks down onto the Roman Forum, where archaeologists under Giacomo Boni had been digging since the late 1890s, peeling back layers of the city's earliest civic center. Visitors who climbed the Palatine walked among the ruined imperial palaces and saw the Forum as a field of broken columns and temple foundations, a draw for tourists arriving by rail. Nearby, the great white monument to Victor Emmanuel II was still rising, and Romans argued over whether it honored the nation or overwhelmed the ancient ruins beside it.
