Palatine Hill in Rome, shown here in 1909, was known to visitors as the site of the Caesars' palaces, though the ruins they saw were the remains of many emperors' residences built over several centuries. Roman legend held that Romulus founded the city on this hill, and by the early twentieth century it was among the most visited sites in the city. Rome had been Italy's capital only since 1871, and the national government was pushing to modernize the city with new boulevards and public buildings while archaeologists worked among the ruins of the nearby Forum. Foreign travelers, many arriving by rail on organized tours, kept the Palatine on the Grand Tour route that Americans and Britons still followed. Scholars and sightseers alike treated its imperial foundations as the clearest surviving link to ancient Rome.
