The Roman Forum in 1909 was a field of half-excavated ruins sitting in the middle of a modern city. Rome had become the capital of a unified Italy only about 40 years earlier, in 1871, and the government was pushing new boulevards, ministries and housing into the city while archaeologists uncovered temples, arches and paving from antiquity. Excavation of the Forum had been underway since the 1800s, and visitors arriving by train or tram could walk among broken columns that tourists and scholars were still debating how to interpret. For Romans, the view from the surrounding hills took in both the ancient monuments and the fast-growing modern capital around them.
