Joseph Pennell drew the Cambria Steel Works in Johnstown in 1917, when American mills were working at full pressure to supply the war effort. He made the picture in black chalk with white heightening, a method that suits the heavy forms of an industrial plant. Pennell's 1925 memoir, *The Adventures of an Illustrator*, reproduces the drawing with a caption recalling that he was arrested for making it on a public road by an official he believed was probably born in Russia. The anecdote points to the wartime suspicion that could greet an artist sketching industrial sites, and the drawing records a works that was central to a city whose livelihood depended on steel.
