Luzerne Street in Johnstown, Pennsylvania, lay in a city shaped by the steel mills and rail lines along the Conemaugh and Stonycreek rivers. Johnstown had been devastated by the flood of 1889, which killed more than 2,000 people, and residents spent the following decades rebuilding homes, churches and factories on the valley floor. By the early twentieth century, the Cambria Steel Company and related works employed a large share of local workers, drawing immigrants from Central and Eastern Europe who settled in crowded neighborhoods near the mills. Many residents knew their town first as a steelmaking center and second as the place that had survived the flood, a memory that still shaped civic pride.
