Luzerne Street in Johnstown, Pennsylvania, reflects a city whose fortunes rested on iron and steel in the decades after the 1889 flood. The Cambria Steel Company's mills along the Stony Creek and Conemaugh rivers drew large numbers of workers, many of them immigrants from Hungary, Slovakia, Poland, and Wales, who filled the crowded hillside neighborhoods and boarding houses. Residents had rebuilt after that May flood, which killed more than 2,200 people, and they remained aware that the narrow river valley could flood again. Streets like this one were lined with churches, saloons, and trolley tracks, and the Johnstown Inclined Plane carried people up the hill to Westmont. Locals knew their town first as a steelmaking center and second as a community marked by the flood.
