Pisa in 1909 was a provincial university town in Tuscany, a city that had once ruled the sea until its defeat by Genoa at the Battle of Meloria in 1284. Its economy rested on the university, surrounding farmland, and visitors arriving by rail on the line linking Pisa with Florence and Livorno. The Leaning Tower, the freestanding bell tower of the cathedral complex, had been tilting since construction began in 1173, and engineers and town officials were already debating how to keep it standing. The baptistry and cathedral drew a steady stream of tourists and pilgrims, and most Italians knew the city as the place where a young Galileo had studied at the university.
