The sheet is a June 1817 plan of the principal floor of the Capitol's South Wing, the section that housed the House of Representatives, drawn in ink, watercolor, and graphite and signed by William Blanchard for Benjamin Henry Latrobe, the Capitol's architect. Its inscription also notes a south balcony "as suggested by the committee of the House of Representatives," so the drawing records a change requested by Congress during reconstruction. The British burned the building in August 1814, and the rebuilding that followed was among Latrobe's last major works before he left the project in 1817.
