Shreveport, the seat of Caddo Parish in northwest Louisiana, was in 1919 a river and rail town that had grown up around the Red River after Henry Miller Shreve cleared the snagged channel in the 1830s. Its economy rested on cotton, lumber, and the railroads that met there, and its mills and warehouses drew workers from the surrounding farms and pine country. The courthouse stood at the center of county business, where land records, court cases, and tax rolls were kept for a parish that was still largely agricultural. Within a few years, the oil boom of the 1920s would reshape the city's fortunes and bring new money, new residents, and rapid building.
