Joseph Irvin France, a Maryland Republican who later served in the United States Senate, sits in this head-and-shoulders portrait turned to the right, in the formal, plainly lit style typical of Washington studio work. The picture was made by Harris & Ewing, the District of Columbia firm that photographed many lawmakers, officials, and other figures in the capital in the early twentieth century, and it was registered with the U.S. Copyright Office. The date of about August 1919 comes from an old caption card and has not been independently verified, so it is best read as approximate. Like many studio portraits of its era, the image shows how a public man chose to be seen.
